| Carroll County is governed by a board of three county commissioners elected by the voters for a four-year term. Elected in November, the commissioners-elect take office at the first meeting in December. The three Carroll County Commissioners for 12/06 to 12/10 are Julia Walsh Gouge, President; Dean L.
